Battle Creek Tax Increment Finance Authority (BCTIFA)
Purpose: To halt the decline of property values, increase property tax valuation, eliminate causes of the decline in value and promote growth in the Fort Custer Industrial Park.
The BCTIFA development district includes the Fort Custer Industrial Park and the Battle Creek Executive Airport. It was the first industrial TIFA in Michigan, created in 1980.
The BCTIFA captures the incremental growth in the tax base above the 1982 base year. In other words, the value of any improvements to property located in a designated TIF district does not go into the overall tax base of the community, but instead is reserved for, or "captured" by, the TIF district. The proceeds are used to fund infrastructure improvements and land developments within the TIF District, and provide wraparound economic development services
The BCTIFA budget and board of up to 13 members are subject to approval by the Battle Creek City Commission. The BCTIFA is managed by Battle Creek Unlimited.

The Battle Creek Tax Increment Finance Authority meetings will be held at 3:00 p.m. via ZOOM or at the Frederick R. Brydges Customs Cargo Center, in the BCU Board Room, Ste.1 and will be posted prior to the meeting. Information packages will be emailed or sent at least 48 hours (2 days) prior to the meeting.
